5%~10% for Ygg Seeds/Berries is fair imo. Still requires a bit of effort. Anything more might be a bit too high though.

They're not disabled in WoE.

Currently they drop at .3% from normal mobs. This is even lower than official 1/1 servers (.5%). They should be at least 3%~5% drop rate in my opinion.
