Dumb question, but.. How does it work?
Baselevel is clearly the first thing that matters, but otherwise what? Activity?

As far as the Ranking goes, there is an Active ladder and an Overall ladder. The Active ladder consists of only players that have been active in the past 30 days (ie: logged on), whereas the Overall ladder counts everyone since the start of the server.
For now, our ranking is based on a Character's Base Level and then the Character's Base Experience. The reason for this is explained by the shortcomings of other control panels:
For reference, Ceres Control Panel bases their ladders around Character's Base Level and then the Character's Job Level. This is the reason why Super Novices are so high on those lists.
For Flux Control Panels, those ladders are based on Character's Base Level -> Character's Job Level -> Character's Base Experience -> Character's Job Experience -- so ends up having the same issue as Ceres: Super Novices will always be at the top due to having 99/99 possible.

Heh, character base experience. Even at 99 you'd still gain experience which's shown on login screen. I guess that value is the one used to rank.

Yeah I hate it, maybe an PvP kill ladder would be cool. The player with the best KD and most kills is number 1
