The new Item NPC has a few issues. There are no bullets in the "Bullet" section (just grenade spheres), and in the Magazine section - you need to have the bullets up-front to make them INTO quivers. Ergo, there is currently no way to purchase bullets save the old stand-by of going to Einbroch.

This was another one that was missing that needed a report for -- similar to when Ninjas found out they were missing their shops too. I take it that the below NPCs are the ones that need to be mirrored in the NPC:

This is queued for tonight's maintenance. However, that first NPC I listed was incorrect. That one sells the guns themselves, and will remain in Einbroch.
