Dungeon Warper and Election Announcement

Hello,

I have been seeing some broadcast announcements about a vote regarding the dungeon warper that is in major towns but I haven't found any npc or anything regarding it. I was wondering what it was and if it had anything to do with warping to different dungeon levels, etc.

Any info about the announcement and warper will be awesome, thanks!

Yes this NPC allows for warping to diffrent levels of dungeons depending on which one you vote on:)

In Prontera, head south from the spawn point. When you are about to exit the "inner" section of prontera you see a wall that you walk past. The NPCs for this are on either side of the Road. One is a Kafra the other is wearing Red.
