The quests will be pretty much bypassable once the towns of Splendide and Manuk are added. This is similar to how the 10k fee is waived to go to Amatsu/Ayothaya/Louyang/Gonryun or even Moscovia. The only reason they aren't skipped at the moment is that they're fields and not dungeons, therefore, they do not get added to the "Dungeon" Warper.

Are those maps /memo-able? I would do the Quest with my Priest then, so I can warp on the Level 2 Fields instantly.

As far as I know off the top of my head, there are no mapflags set on any of those maps -- so be careful when using @die in Mid Camp even.
Considering that those maps are fields though, they would be memoable under the current configuration.

Fantastic, I just did the Quest killed all those Mobsters and still can't enter... Which NPC do I have to talk to once i finished?

Activating any of the other quests there should enable the fields. That first quest was just a pre-requisite to start any quests in the town to begin with.
For example, if you do http://irowiki.org/wiki/New_Surroundings" TARGET="_blank, you'll be able to access the fields, but upon completion, you won't have access anymore. At that point, you'd want to *start* http://irowiki.org/wiki/Attitude_to_the_New_World" TARGET="_blank, by simply talking with the first NPC, and you'll have access again.
