(+) Monsters Leveling

Even though it's a moot point anyways since it's mainly the level 98 MVPs that players have issues with -- and those monsters cap at 99 as it is -- along with the fact that the levels don't add much to the difficulty or stats of a monster besides maybe HP as it is, this is accepted.

There were no -1s and this isn't much of a non-custom change as it is but a change back to official handling.

It reminds me of when we had to remove Skulls from the game back on the old server.
