It's not the same because you don't understand how the game works. Damage percentages do not stack in the same way that resistances do. It's the same reason that people use skeleton workers in pvp weapons.
It would only be the same if the person you were hitting had no cranial and you were not using a pvp weapon.
Alice doll adds 7.1% damage to the end result if you're using a 2 hydra 1 skeleton worker weapon.
Feather beret reduces damage by 16.6% if you are wearing a cranial shield.
